We will bought 2 guns Glock 43, and AR15 Smith and Wesson or a browning hunting spending up to $1,200.00. We will have 400 tickets printed at $10 a ticket. The drawing will be held first meeting in April 2021. A motion was made by Rusty Mascari, Second by Brian Greer to move forward with purchase both guns, and the printing of the tickets. New Business: Jimmy Morgan announced all fees for apprentices, journeyman, and masters, plumbing and gas will go up soon. The PGFB has on their agenda for the schedule of fees to go up for 2022 renewal season. He also announced that testing for plumbers and gas fitters will soon be available to be done online. Also, the board is looking at draft legislation to require CEU's.

Phillip Till with the State of Alabama Plumbers and Gas Fitters Board will be teaching a plumbing class based on the 2015 IPC next month.

New Business: COAA Conference in Orange Beach in May. Tana told us that COAA was covering the registration cost for presidents of each chapter. A motion to give COAA $100.00 for a golf hole passed. A motion to pay for President Mark Williams to attend COAA died on the floor.
Legal Aspects of Code Enforcement for day of training. We are holding until after all summer conferences, planning for after October 1 to get into next budget year. Discussion included ICC will reimburse for free day of training up to $1200.00 of instructor cost. We also discussed the need for preregistration for prepared to get book count to keep cost low.
Next Meeting: Butch Tumlin made motion to return on April 12 at Scooter’s Grille, 18 Old Providence Rd, Goodwater, AL. All approved, Rusty Mascari abstained due to conflict of interest.

Mr. Cook explained the Tier 1 and Tier 2 retiree’s programs and differences. He also spoke about the RSA-1 Deferred Accounts.

Meeting Minutes:
The East Alabama Code Officials held its monthly meeting at the Palermo Italian Grill in Gadsden on 12/14/2017.
The meeting was called to order by President Mark Williams. The opening prayer was given by Jim. Mike led the Pledge of Allegiance.
David made a motion to approve the previous minutes, seconded by Karl. All approved – passed.
Tana made a motion to accept the Treasurers Report. Rusty Taylor seconded the motion. All approved – passed.
Old business: Mark read a thank you card from the ICC visitors at the November meeting.
Tana reminded everyone that this is COAA’s 50 Anniversary meeting, and encouraged everyone to attend.
New business:
1. Discussed and approved the expenditure of $200.00 to ICC to maintain the Preferred Provider status.
2. The day of training date was set for April. Course discussion was Legal Aspects.
3. Association discussed and voted to eliminate buying the meal at each meeting. The Association will but all members lunch at the Christmas meeting. Members will have to attend at least six meetings prior to the lunch each year.
Meeting was adjourned. Motion was made by Tana, seconded by Karl.
Next meeting is at the Western Sizzlin in Oxford on January 11.

Meeting Minutes:
The East Alabama Code Officials held its monthly meeting at the Western Sizzlin in Oxford on 11/16/2017.
The meeting was called to order by President Mark Williams. The opening prayer was given by Jim. Karl led the Pledge of Allegiance.
We welcomed the visitors from ICC’s Office.
Bryan made a motion to approve the previous minutes, seconded by Roy. All approved – passed.
Chris made a motion to accept the Treasurers Report with $4,287.39 in checking. Karl seconded the motion. All approved – passed.
Old business: There was no old business discussed.
New business:
1. Dave Wilcox, director of Alabama Plumbing and Gas Fitters Examining Board is retiring. Jimmy Morgan from Madison is the new Director.
2. RSA representative is speaking at January meeting.
3. Plumbing Board is renewing online only beginning Oct. 1.
Mark brought up a Code Question regarding GFCI Bond and Ground issue on hot water heaters. Good group discussion.
Meeting was adjourned. Motion was made by Chris, seconded by Brian.
Next meeting is at the Hibachi Grill in Gadsden on Dec. 14.

Meeting Minutes:
The East Alabama Code Officials held its monthly meeting in the City of Jacksonville at the new Public Safety Building on Oct. 12, 2017.
The meeting was called to order by President Mark Williams, who also led the invocation. Roy led the Pledge of Allegiance.
We ate before the business meeting began. Lunch was provided by Jacksonville’s Mayor, Mr. John Smith. Coach Grass from Jacksonville provided a welcoming statement along with Mayor Smith.
Tana made a motion to approve the previous minutes, seconded by Roy. All approved – passed.
Chris made a motion to accept the Treasurers Report with $4,187.39 in checking. Carl seconded the motion. All approved – passed.
Old business: Members were reminded of upcoming training opportunities and where to get information about the classes and locations.
New business: Mark reminded everyone to start thinking about the day of training. He also stated that we all had to take part in planning. He commented that the Public Safety Building had a training room, and could be an option along with the location at Gadsden.

The East Alabama Code Officials held its monthly meeting in the Town of Weaver at the new meeting center by City Hall on Sept 14, 2017.
The meeting was called to order by President Mark Williams. Jim Kilgro provided the opening prayer. Rusty Taylor led the Pledge of Allegiance.

Jim Kilgro-City of Gadsden was nominated for the Code Official of the Year Award. Roy Turman was nominated for Lifetime Achievement Award. The Code Official of the Year and Lifetime Achievement Award will be announced at the COAA June State Conference (June 19-22).

The East Alabama Code Officials held its monthly meeting at Super Hibachi Grill in Gadsden at 11:00 AM, on March 03, 2017. The meeting was called to order by President Mark Williams. Jim gave the invocation, and Carl led the pledge.

Training discussion – The electrical training was discussed. Due to the cost vs income, it was determined that it was not profitable to host the electrical class.
A class on legal aspects is possible. The search continues for an instructor for that class.
New business:
April 11, Oxford will be home to a class on HVAC hosted by the State HVAC Board. Students will be those preapproved by the State HVAC Board for needed hours for training.
April 25 at 4:00 PM, Oxford will host a class on unlicensed contractors and builders. This is to provide public education so the public will understand the laws and requirements.
Next meeting will be Zoe’s on the Lake in Weaver on April 11th at 11:00.
Brian Bunn won the free lunch for the April meeting.

Training discussion – Discussion included making sure to keep the classes beneficial, angling toward residential. No matter the class or instructor, getting class ICC approval important.
We discussed another instructor option who worked with the City of Montgomery.
Classes were discussed with a March time frame. The class will be in either Anniston or Oxford, with a date and subject to be announced After discussion, the decision was made to allow officers to work out the class. The March meeting was suspended to allow for the day of training. .
New business:
Brent Brewer won the free lunch in February.
We will be going to Scooter’s Grille on February 13th, with a Monday meeting. The restaurant is located on Alabama Highway 63, about 6 miles south of the Alabama Highway 9 and 63 intersection. The address for Scooter’s is 18 Old Providence Road, Goodwater, AL.
Vice President Hinton called for a motion to close the meeting which was made and seconded. The meeting was adjourned.

Discussion of training opportunities from North Alabama Code Officials Association, with both classes being held in Hoover. One class was 2015 IRC Decks, and Fire Resistant Deck Floors. The second was the 2009 IBC to 2015 IBC and Means of Egress. Both classes are scheduled for October at the cost of $50.00 per person for each class.
The Home Builders Licensure Board introduced their new investigator, Jimmy Morgan of Madison. Jimmy is the fourth full time investigator for the Board.
There was discussion of a permanent PO Box for the association, allowing a common address for all correspondence to go to. Roy Turman made the motion to obtain the PO Box, seconded by Todd Betts. All approved – passed.
Todd Betts won the free meal for the August Meeting, which will be held at the City Market Grill & Buffet, 200 Vaughn Ln, Pell City, AL 35125 at 11:00 AM.

Alabama Licensing Board for General Contractors: Gave a warning regarding Commodore Steel, Roddy Fitzgerald, and his license revocation. He has built mostly churches and other steel buildings.
Guest Bart Berneche from IAPMO Uniform Plumbing and Mechanical Codes informed us that his company does evaluation reports for building officials. And 2015 IBC training is available in Birmingham through Blue Moon.

Old Business: Discussions- State of Alabama going to the 2015 ICC codes. RSA to familiarize everyone with retirement benefits. Membership dues are due in January. Dave Wilcox addressed the new Plumbing and Gas Fitters law changes. Dave introduced Phillip Till the new educational officer for the State Plumbing Board. Phillip then explained what his position consisted of with the State of Alabama Plumbers and Gas Fitters. He is helping to educate individuals that have taken the test multiple times and not been successful. Dave and Phillip made us aware that the State will offer a class in our area if we can get enough participation to help plumbers and inspectors that might need to touch up on code. New Business: Education/training discussion: David Bryant recommended HVAC training for March/April. New Business: Chris Callahan mentioned that we will do a bylaw change at the annual meeting to change the meetings to the second Tuesday of every month. The bylaw committee will consist of officers, president and an at large person. Larry Riggins agreed to be the at large person. Chris will get with the officers at a later date to schedule a meeting to go over the bylaws. Butch Tumlin and his wife were involved in a car wreck and it was suggested to send a card. No news from any of the Boards present. Tana stated that Bea had done the Chapter Updates with ICC. Chris spoke of the meeting that was held at the Oxford Civic Center and how disappointed everyone was with the comments being made from the speakers. The Energy Code was requesting that Arc-Fault breakers be taken out of the code and the Fire Service is dead set against that. The cost is not prohibitive by having arc-fault breakers in the house. There is typically a $500.00 increase in a 2100 sq ft home. Chris also discussed foundation depth and anchor bolts. He has requested that all jurisdictions are on the same page and doing inspections the same way. Chris has suggested that we have other members in to discuss areas that they are proficient in. He recommends using the free e-codes online for those inspectors who have smart phone or I Pads they can utilize in the field. Adam Thrasher states he uses the program.

New Business: Discussion of training took place with ideas of joint training with North Alabama
and ideas of site training with plumbing manufacturers in Alabama. We also discussed training
and teaching for builders and bridging the gaps between inspectors and contractors. We have set
forth a challenge for all members to set some goals as a group to improve the quality of our
meetings to be more informative and have a purpose to educate ourselves and others in our
industry. We also changed our meetings to be the second Thursday of the month.
